The JICF mandate is to facilitate dialogue with the industry on various topics related to medical countermeasures (MCMs). These include identifying and, where feasible, offering recommendations to address issues such as market failures and supply chain dependencies that could limit the production capabilities of relevant medical countermeasures and their raw materials.
The JICF enables HERA to closely monitor the state of critical supply chains, identify vulnerabilities and collaborate with the industry to implement corrective measures.
The subgroup, chaired by HERA and the European Medicines Agency (EMA), focuses on gathering and analysing data related to medical devices. The subgroup aims to enhance the understanding of supply chain dynamics, identify potential vulnerabilities, and support the development of strategies to ensure the availability and resilience of medical devices. By providing insights and recommendations, the subgroup contributes to improving health crisis preparedness and response within the EU.
Structure
In conjunction with the Civil Society Forum, the JICF provides the HERA Advisory Forum with observations and opinions from a diverse range of interested parties. It plays a role in facilitating industrial matchmaking events, thereby fostering the establishment of new industrial partnerships and reinforcing the resilience of medical supply chains.
Additionally, the JICF hosts a subgroup dedicated to data collection on medical devices.
Membership
The Joint Industrial Cooperation Forum (JICF) is co-chaired by HERA and DG GROW. It comprises one representative from each Member State as well as relevant European organisations in industries critical to health emergency preparedness and response.

Working methods
Participation
Participation in the JICF team is membership-based, with relevant stakeholders occasionally invited by the secretariat, on an ad hoc basis, to contribute to discussions or provide written input.
Agenda
The draft agenda is prepared by the JICF secretariat in consultation with the chairs and members, taking into account suggestions from members and the Commission staff. The agenda topics reflect priorities concerning medical countermeasures (MCMs). All discussions within the JICF adhere strictly to EU competition law regulations.
Meetings
JICF typically holds up to four meetings annually, either in person at the Commission’s premises, or virtually, with a preference for in-person gatherings. Members are encouraged to attend meetings diligently.
The working language of the JICF is English.
