The Joint Industrial Cooperation Forum (JICF) fosters health crisis preparedness and response, in collaboration with stakeholders from health-related industrial ecosystems. Co-chaired by HERA and the Directorate General for Internal Market, Industry, Entrepreneurship and SMEs (DG GROW), it brings together Member State and industry representatives to identify and mitigate supply chain issues and market failures. By closely monitoring critical supply chains, the JICF helps HERA take corrective action to ensure production capabilities. Additionally, it provides diverse insights to the Advisory Forum and supports industrial matchmaking events to build new partnerships and enhance medical supply chain resilience.

Working groups
Structure
In conjunction with the Civil Society Forum, the JICF provides the HERA Advisory Forum with observations and opinions from a diverse range of interested parties. It plays a role in facilitating industrial matchmaking events, thereby fostering the establishment of new industrial partnerships and reinforcing the resilience of medical supply chains.
Additionally, the JICF hosts a subgroup dedicated to data collection on medical devices.
Membership
The Joint Industrial Cooperation Forum (JICF) is co-chaired by HERA and DG GROW. It comprises one representative from each Member State as well as relevant European organisations in industries critical to health emergency preparedness and response.

Working methods
Participation
Participation in the JICF team is membership-based, with relevant stakeholders occasionally invited by the secretariat, on an ad hoc basis, to contribute to discussions or provide written input.
Agenda
The draft agenda is prepared by the JICF secretariat in consultation with the chairs and members, taking into account suggestions from members and the Commission staff. The agenda topics reflect priorities concerning medical countermeasures (MCMs). All discussions within the JICF adhere strictly to EU competition law regulations.
Meetings
JICF typically holds up to four meetings annually, either in person at the Commission’s premises, or virtually, with a preference for in-person gatherings. Members are encouraged to attend meetings diligently.
The working language of the JICF is English.
